Aspen Mesa Estates Annual Homeowners Meeting:
February 13, 2024


Meeting called to order 6:05 pm

In attendance:
Barbara Brett, Mary Leslie, Mark Walker, Stephanie Williams, Sarah Bayer, Susan Zimmer, Chris Thompson.

Financial Report:

Fiscal Year ending 9/30/2023: We had $149,551.26 in the bank with $3,875.25 in receivables due.
Current as of 2/12/2024: We have $201,247.66 in the bank with $12,165.89 in receivables due.
We had one large expense last year, bringing an unused water storage tank up to usable standards. This cost $132,000


Accounts Receivable:
We have continued offenders of non-payment of dues and quarterly billing. We have several homeowner's each quarter that don't pay. We are charging a $25.00 a month late fee.

Paying Bills by Credit Cards:  
We have had homeowner's ask for this and we have looked into it. The credit card companies will charge us a fee to use them. This is cost prohibitive. We are not going to lose money. You can set up a bill pay with your bank and the bank will take care of the payment for you. This can be set up recurring and is free of charge for you. Talk to your bank.


Flume Device:

We do stress the value of this device. Fellow neighbor Mark Walker was on vacation in Florida when his Flume device alerted him via text that a potential leak was detected. He phoned Barbara and she went to his house, found the leak and turned the water off. This saved not only a large water bill but possibly thousands of dollars in water damage to his home.


Architectural Control Committee:
The Carr property on Caballo is back up and running. A concrete pour just happened and things are moving.
Another home on Sierra Vista is in works.


HOA Document review:
We are in the final review process. Please take a packet for your review. We would like to go to a vote this summer on this.

HOA new member:
Mark Walker is retiring. He will stay on to do the water meter reading for a nominal fee. We can't thank Mark enough for many years of dedicated service. Sarah Bayer has moved to the Vice President position.

Chris Thompson has been appointed to fill the vacant seat left by Joe Nuzzarello


Water tank update:

We did refurbish the original 50,000-gallon water tank. It had a rubberized tar coating inside which is no longer acceptable with the state. We hired a company to remove the coating. This tank has 2 chambers, each chamber holds 25,000 gallons of water. The company removed all the tar and applied 2 - 3 layers of an approved epoxy coating. Once the tar was removed, they found some pits in the concrete. They shockcreted it (like you would a swimming pool with a leak). This spring, EPC will come and handle the plumbing of this tank with valves etc. The last step with be to sanitize the inside. The State will then come inspect and certify it, then we will fill it. Warranty on this is for 5 years, but they are certain that this has a 40-year life span. Every year our main water tank (holding 100,000 gallons) has divers come and inspect it. They say that tank is good for another 30 years. It has some rust in the outside that we will be looking into getting cleaned up. We will be looking into this expenditure over the course of the next year.

Data loggers were added to well 1 and well 2. This information shows the different water depths at different times of the year. A homeowner asked for the cost of these and we will get that for you.

We will be replacing the PRV (pressure relief valve) on Caballo. This will be done once the frost leaves the ground. The location of this valve is on the middle of Caballo.

Pump House repairs:

We approved repairs to the pump house on Upper Cattle Creek. Prior to Chris Thompson joining the HOA Board he was hired to replace rotted wood, the roof and install a new E Heat heating system.

The cost for those repairs was $ 11,000.

Road Paving:

We gave homeowner's 3 minutes to present their information or share their thoughts at the meeting and you will be timed.

Stuart Edgerly:

Joined the road paving committee in 2022. The 1st round of pricing came in between $1.4 - $1.9 million. Grand River under the guidance of Chuck Leavitt would be the best bet. Twice since then it has been re-costed and is currently coming in at $1.75 million. Please see attached sheet for the proposal.

Stuart added that the project which would cost each homeowner $16,667, would be financed through the AME HOA. This was news to everyone present.

In addition to the above cost each homeowner is responsible for their own driveway culverts, ball park $3,000 - $5,00


Homeowner Q & A:


How much to fill a pot hole?

Stuart answers we don't worry about it. The county will take care of it.

Q: Homeowner asks how much more will it cost homeowners for the billing of the monthly loan amounts?

A: Barbara replies: We don't have that answer as the Board just heard that the loan for this project would be through the AMEHOA and then we would have to bill people monthly to collect this.

Q: Homeowner asks about speed dips and how can we get those?

A: Barbara replies that we have inquired with the county about speed dips and bumps in the past. It is a very complex process, which involves traffic studies, investigation of accidents and driver/pedestrian conflicts prior to it going to the Engineering department to see if they will even do it. We will look for the documentation and post to the website so homeowners can look at the process.

Comment: Homeowner brings up there are plenty of paved roads up here in all the other subdivisions. After fighting 82 on the way home and coming up the hill turning onto Paseo and hitting the dirt is calming.

Additional Comments:

Megan says that we already have Sierra Vista used as a short cut to Fender and paving this will certainly increase this more.

Ground Water - Paving can cause flooding in a driveway running down hill, if you don't have the proper ditch and the water sitting on your driveway in the middle of the summer will not go back into the ground but it will evaporate.

The heat from asphalt is warmer. You can feel the difference walking on a dirt road and walking on asphalt in the summer. We have many dogwalkers on our roads and we don't want dogs to burn their paws.

Q: Homeowner asks: Are you comfortable being able to collect $192.00 a month?

A: Barbara replies, "No, we are not. We can't even get people to pay quarterly trash and water fees."

Tim Young says, "We talk about roads but should we be thinking about of water infrastructure?"

A: Barbara replies that we will always have repairs but many of the lines have already been replaced.


Comment:
Tony Vagneur speaks to his experience with paving a project on the valley floor and the county not being very trustworthy, stating they tell you what you want to hear. Sure they want us to pave our roads, its easier for them to maintain.

Bob Bogner says: Why did you buy here? You know what you were buying? People would have to leave. Our taxes have just doubled and now this.

Homeowner asks that we formally ask the county to formally study the roads and come back to us with how they propose to keep the speeds down.

Homeowner asks that we ask Eagle County to provide a schedule for grading.


Rentals and tenant / owner contact information:
We are single family rural subdivision. In our covenants we do not disallow short term rental's but we do not encourage them.

In the new documents we have shortened the lease agreement from 1 year to 6 months and ask that homeowners provide the board with the renter information in case we need to get in touch with renters.

We will fine homeowners for any violations that are the results of renters (or homeowners) and that can be per event.


Rob Sardinsky:
Land Use Meeting coming up for the Twin Acres. This is a 100-acre parcel under a conservation easement, 80 acres is agriculture only. The other 20 acres can be commercial. The new owner submitted application for a 7 day a week, 365 days a year, 14 hours a day, 45 horse operation. Hunter Jumper horses which require staff, water, traffic. Low estimates put 10 visitors a day, plus food, deliveries, poop, dust, endless pollution and flies.

Homeowner adds that Eagle County is going to be rewriting the land use rules. They may rewrite rules to allow for such business operations in Missouri Heights. Stay diligent. Keep checking on the Keep Missouri Heights Rural website for updates and for what you can do.
