Aspen Mesa Estates HOA Special Meeting:
August 16, 2021

This meeting is being held at the Eagle County Building in El Jebel Colorado.

Board Member's in attendance: Pat Henry, Mark Walker, Barbara Brett, Stephanie Williams, Danny Popish, Mary Leslie, Susan Zimmer. Book keeper Lu Ann Craig also in attendance.
Meeting called to order 7:02 pm.


Addition to the agenda: Dog poop, dogs off leash, Dogs barking, speeding and paving the roads.

Financial Report 9/30/2021:
We have $219,821.12 in cash and checking.
We have receivable's due of $3,471.32
We have payables due of $1,011.84.

Our capital reserves have increased about $50,000 from last year. We have been trying to build or reserves to overhaul 2 of our water tanks. The estimate repair of these tanks is $160,000.


Architectural:
We have no new requests for review. We have 2 homes under construction. One on Paseo and one on Escalante.

on Paseo and one on Escalante. Homeowner Dan Bayer presents himself with his concerns about the water table, the health of our wells and our water source. He wants to know how to measure the amount of water we have in our system. He recommends homeowners add a water home detection system. These can report to the homeowner if a leak is detected. This way we are not waiting until the meters are read to report lost water. These systems are inexpensive and easy to install. He recommends one by Flume. Cost is around $200.00, installs to your water line and reports to you phone.

Dan will continue to learn more about the water table and our wells and will inform the board of anything new.


We have 3 wells:
Well #1 is the best producer and runs all the time barring mechanical problems.
Well #2 automatically comes on when Well #1 can't keep the tank full. This usually happens when in the summer when we have high usage from watering.
Well #3 comes on automatically when Wells 1 and 2 can't keep the tank full.

The Board will continue to work with EPC regarding the possible repair of the 2 tanks.


Chicken discussion:
We had a survey last year and we had 43 in favor and 40 opposed to chickens. The 27 homeowners that did not vote and even if they had voted yes, it would not be 2/3 in favor.


Bears and Trash:
There is no provision in our bylaws stating when you can or can't put your trash out. The board has been concerned with attracting bears by putting out recyclable's the night before, but we can't stop you from doing this. We hope homeowners use common sense. We live in bear country; we want to avoid attracting them. The boy scouts will put a free bear proof device on it. You can contact Michael Baer to see if they can do it for you.

Additions:
Dog poop- Please pick up after your dog.
Dogs on leash - Your dog must be under your control at all times.
Barking dogs - Please don't leave your dog outside to bark.
We encourage homeowners to talk to the neighbors to resolve these kinds of issues.
Speeding - The speed limit is 25 mph. People are going to fast. A baby deer was just hit and killed.


This issue is of major concern to all homeowners. We will visit the county to see if we can get speed bumps, speed dips and or signs to help with this issue. If homeowners see repeat offender's they can get the license plate #'s and call the sheriff. Width of roads and cul-de-sac's: A homeowner asks if anyone else has had issues with the county enlarging the width of the roads and cul-de-sacs by plowing? She will contact road and bridge.

Paving the Roads:
Some homeowners are interested in looking at the overall interest and costs for paving the roads. An Informative committee has been formed to look at the costs. Stuart Edgerly, Steve Pfeiffer, Larry Aleamoni Steve Rittvo, will research the cost to have this done.


Backflow Inspection:
Inspection's started June 1st. We have 104 homes and 46 homes have not been inspected. Please call Jim at Atlas Backflow to have your inspection scheduled. 970-274-1402. Everyone is so concerned with the water, one backflow incident into our community system and we are shut down for days. This is free, easy and mandated by law. Fines will be issued at $50.00 a month starting September 1, 2021.

New Issue:
The homeowners have brought up an issue with enforcing fines for those homeowner's non- compliant. The board will be contacting attorneys to see about handling our board business. There are some specific issues we will be addressing.

Ascendigo:
Keep Missouri Heights Rural us still in debt. If you can help with a donation that would be great. They spent 120,000 to fight this and they are $20,000 in debt.

Reminder of light pollution:
Flood lights need to be pointed downward. Lights should be turned off at night to keep the night sky visible to all.

Raffle for one year of free dues was held and meeting was adjourned at 8:40 pm.
