Mesa Estates Board Meeting Minutes
August
10, 2015
Meeting called to order at 7:10 pm.
In attendance: Scott Leslie, Barbara Brett, Mark Walker, Susan Zimmer, Pat
Henry, Marilynn Cook, Nancy Miller
Financial
Report:
We have $61,045 in the bank.
We have receivables due of $2,531.56.
We have $554.48 in bills to be paid.
New business:
Ann Macleod resigned effective 9/30. We are currently looking for new book
keeper.
Water tanks:
The Colorado Department of Public Health and Environment has adopted and is
enforcing the requirement for water tank inspections to happen every 3-5 years
to remove sediment and ensure the integrity of the tank. This being said our
tank will be inspected later this month. We have approved the EPC proposal
to have them inspected and repaired as needed. The last inspections were done
in 2010.
Dumpsters for the homeowners:
* Due to the continued expenses we spend on our water system we are not comfortable
going forward with dumpsters this year.
* A motion was made to have the dumpsters this year. No seconds.
* A motion was made to not have the dumpsters and this motion received a second.
* Due to financial restrictions we will not have dumpsters this year.
Discussion goes to HOA annual dues increase:
Our water system is an aging one. The last repair done to our water system
cost $85,000. That decreased our capital reserves by 65%. We do not have the
capitol reserves that an HOA our size should have. In order to build up our
reserves a motion was made to raise the annual HOA dues from $350 to $500
with a 2 payment option; Jan and June. If you pay the full balance in Jan
by the 31st then you get the 10% discount. If you choose the split option
you are not offered the discount incentive. The motion received a second and
was put to a vote where it passed. We want to avoid the chance of a special
assessment in the future.
New Business - Upper Cattle Creek:
A few weeks ago 2 baby deer were hit and killed on the main road in the same
day. We have some homeowners' that contacted the Eagle County engineering
department regarding this issue and the speeds of drivers and bicyclists and
the lack of enforcement on the road. Eagle County will do some traffic studies
and will have more of a presence on the road
Backflow Update:
We still have 13 people left to test. If you are one of these people please
help us to finish this process up. For all of you homeowners' that have been
tested we want to thank you very much.
Architectural
issues:
Jay Leavitt and the Zimmer's have had solar panels installed.
