Aspen Mesa Estates Annual Homeowner Meeting:
November 14, 2016

Meeting called to order at 7:08.

In attendance Barbara Brett, Pat Henry, Lu Ann Craig, Mark Walker, Marilynn Cook, Scott Leslie, Susan Zimmer, Yayoi Wakabayashi

1. Financial Report:
We have $112,585 in the bank. We have $7,410.61 in receivables..


2. Homeowner Information Cards:  
Thank you we have had a great response receiving these cards back.


3. Back Flow Update:
We are getting there. For those of you that have not had their device inspected you HAVE received a letter on your mailbox. You must comply. You have until December 2 to contact Jim..

4. Water Meter Computer Update:
We are still looking at a new computer system. Current Operating system is Windows XP which is no longer supported by Windows.

Our current system has the radio reading frequency which ties to the current billing system we have. The new software does not have the billing as part of the package. We are working on getting the water meter representative to come here to show us our radio reading options that can tie to the current billing system we have.

Billing services are not part of the package so we need to see what is available.


5. Water Disruption Protocols:
We have come up with the following action plan for water emergencies


ASPEN MESA HOA WATER EMERGENCY ACTION PLAN
1. Individual homeowners requesting information or reporting water problems should call EPC at 970-963-8393. Billing questions should be directed to the HOA's bookkeeper LuAnn Craig at 970-963-6706.

2. The wells, booster pumps, and tank are all hooked up to an alarm system which has a phone dialer. This will notify the system operator on call and/or Scott Leslie. If the phone line is inoperative, call EPC @ 970-963-8393. If the power is off, the booster station for the upper loop will not function and the water pressure will drop. The system should be checked out by either a pump person or an electrical repair company before calling Holy Cross Electric Co.

3. A water leak should be reported to EPC @ 970-963-8393 or Scott if he is in the area @ 970-379-4050.

4. If water is to be shut off for any section of the subdivision. An attempt to notify all affected homeowners will be made using phone calls, notices posted on doors, or plywood signs posted at the entrance to the affected section. Email will follow as soon as possible.

5. The Board of Directors will also be advised by phone or email by EPC. They will be updated as to the nature of the problem, area affected, and action to be taken.

6. Scheduled outages for maintenance will require notice to affected homeowners and the Board of Directors. Notification will be provided as far in advance of the outage as possible.

7. Once EPC or Scott Leslie has been notified of an emergency, progress on repairs will be posted on the AMEHOA website by one of the board members. EPC will answer questions as information is available. Please do not interrupt people working on the repair as they are trying to get the problem solved as soon as possible.

8. Please call EPC @ 970-963-8393 for updates rather than call Scott as he needs to coordinate the repairs with the Board, County Road Department, the excavation company, and/or other subcontractors working for the HOA.

6. New Business Ð We have been asked if the homes in this area are rental properties:
Or covenants' state our dwellings are a single-family dwelling. The County zoning states that our subdivision is zoned as single family dwellings.

The AMEHA Annual Meeting will be held Monday Feb 13, 2016 at the Eagle County Building. Dinner will be served at 6 and the meeting will start at 7.
