Aspen Mesa Estates Annual Homeowner Meeting:
September 11, 2017

Meeting called to order at 7:08 pm.

In attendance: Mark Walker, Tom Fisher, Scott Leslie, Lu Ann Craig, Barbara Brett, Susan Zimmer, Marilynn Cook, Pat Henry

Financial Report:
As of 8/31/2017 we have $125, 086 in the bank
We have $3516.17 in receivable's due.
All bills are paid to date.

Back Flow:
We have about 30 homeowners that have not responded to Jim to have their backflow device inspected. We have no choice now but to spend our time chasing down those homeowners that have not complied. We will post letters to your mailboxes and your front doors with clear instructions how to contact Jim at 970-274-1402.

Water Computer Reading System:
We have to upgrade computer and monitoring system that reads every homeowners' meter.
The expense will be between $35,000 - $45,000.
The board has been anticipating this upgrade and the association has the funds to cover this expense. Every home will be provided the device to upgrade the existing meter to make that meter compatible with the new monitoring system that reads the data.
There will be no expense to the homeowner for this upgrade. We will be requiring every homeowners' help in getting these installed in a very short timeframe when the time comes. We anticipate this to be in the Spring of 2018.
A motion was put forth and passed to move forward with ScottÕs proposal for purchasing this upgrade and computer/monitoring system

Trash:
Our trash collectors will pick up every Monday. It does not matter if it a holiday.

Mother in Law Apartments:
We have had requests regarding the addition of mother in law apartment's. By Eagle county regulations, we are a single family sub-division and no lot may have an additional separate living space with plumbing. This prohibits adding a separate "Mother-In -Law" space.

In addition

Residential Use. No lot shall be occupied at any time by more than a single family, it's guests, and it's domestic servants. No business or commercial activity may be conducted on a lot. Please see DEED RESTRICTIONS EXHIBIT A, Item 1.

Construction/Home improvements - Any changes to the property or the exterior of the property including painting and construction outside of your home must be approved by the board. You must contact the architectural committee and submit your plans.

Design/Review Fee - A motion was put forth and passed to eliminate the $100 Project Application Fee for all future projects.

A new motion was put forth and approved to impose a $100 fine to any homeowner who does not get prior approval for any new project. Please see DEED RESTRICTIONS EXHIBIT A, Items 14 - 15

New Business:

Parking of RV's
- We have had some complaints of large RV's obstructing the views of homeowners. Our covenants state that any trailer, boat, truck, tractor, snow removal or garden equipment and any similar items shall be kept at all times, except when in actual use, in the most inconspicuous place possible.

Trash and debris on propertys - Please keep your yards clean and tidy. Our covenants state No lumber, metals, bulk materials, scrap, refuse, or trash shall be kept, stored, or allowed to accumulate on any lot except building materials during the course of construction and only for such reasonable period of time as necessary. Please see DEED RESTRICTIONS EXHIBIT A, Item 8

Flood lights - Please be conscious of your neighbors with your outdoor lights, including your motion detector spot lights. The covenants state No exterior lights shall be permitted on any lot which would cause unreasonable glare to a neighboring lot. Please see DEED RESTRICTIONS EXHIBIT A, Items 17.

New Construction - Ted Buettner is building a deck.

Graffiti on the barn - There was graffiti reported by neighbors on the back side of a homeownerÕs barn. The board will instruct the homeowner to clean it up.
