Aspen Mesa Estates HOA Special Meeting:
November 1, 2021


Board Member's in attendance: Pat Henry, Mark Walker, Mary Leslie, Stephanie Williams, Barbara Brett, Susan Zimmer, LuAnn Craig


Addition to the agenda: Dog poop, dogs off leash, Dogs barking, speeding and paving the roads.

Financial Report as of 9/30/2021:
We have $218,608.95 in Alpine bank. We are putting $100,000 in a money market with Bank of Colorado. All bills are paid to date.

We have receivables due of $10,000. Please be sure to pay your bills on time. If you have trouble paying your bill, please reach out to us. For those people with large water bills you may want to consider a water home detection system. These can report to the homeowner if a leak is detected. This way you are not waiting until you receive a large water bill to look for a leak. These systems are inexpensive and easy to install. A recommendation from a homeowner is called FLUME. Cost is around $200.00, installs to your water line and reports to you phone.

Fiscal year end 9/30/21 reported a net profit of $39,365. That money will go back into maintenance and repairs.

Backflow:
One home left at 308 Vega Rd. needs to have his device inspected.

ACC:
The 2 new home constructions are being billed for the minimum water usage. Once we get the meter's set up completed with Badger meter, we will bill them each for all water used to date.


New construction on Escalante:
We had a homeowner concerned with the look of this new construction being a modular home. We can confirm this home is a stick built home and meets the requirements for the Aspen Mesa Estates Architectural guidelines.


By Law update:
As a group we reviewed the question/review/clarification documents the lawyer sent back. These were also posted on our website for homeowners to review and comment. We have a list of answers and comments to go back to him for review.

Outdoor propane fire places were brought for discussion to allow but the majority of board members are not interested in changing the bylaws, which state that we cannot have any open fires unless in a charcoal grill used for cooking.


Water tank repair project:
We have received a list of people that are capable of repairing these and bringing them back into working order. Out of the options only 1 company is in the area and interested. In fact, they, are currently doing a project in Aspen Mountain View and will meet with EPC and Mark next week. We will contract with EPC to oversee this project.

Paving the roads update:
The committee is still reviewing.


Speed Bumps:
Waiting for instructions on what Eagle County will allow.


375 Escalante:
Eagle County representative, Danny Popish and Pat went on a site visit. His permit expires 11/5/2021. He says he will be done with the grading by 11/5/2021. After that he needs to move or remove all the construction material that is here. His permit is for grading only.

2455 Upper Cattle Creek property:
Board members sent email to inform the owners that board members would be doing a site visit. The board is concerned with the rock pile and the landscaping. We will continue to pursue these concerns with the homeowner. A motion has been made that we contract with our HOA lawyer to advise the board regarding the appearance of the landscaping at 2455 Upper Cattle Creek Road. The motion was seconded and passed unanimously.
