Aspen Mesa Estates HOA Special Meeting:
January 10, 2022


Meeting called to order at 7:03 pm at Mary Leslie's home.

Board Member's in attendan: Mark Walker, Stephanie Williams, LuAnn Craig, Pat Henry, Barbara Brett and via phone, Susan Zimmer.


Financial Report as of 9/30/2021:
We have $217,234.74 in the bank.
All bills are paid to date and we have receivables due of $72,285.00


We have 2 homeowner's that are well past 90 days late and have not contacted the board with any request for a payment plan. 126 Pinyon and 171 Caballo. The board will be sending certified letters to these homeowners initiating the water shut off process unless they make a payment or contact us with a plan to pay down their bill. The trash service to these homes will be stopped as of tomorrow.

Architectural Control Committee:

337 Caballo is requesting the information on what is required to build. We have referred them to the AME website where all of these guidelines and documents can be found..

Board Members:
2 members have terms that are up. Pat Henry and Barbara Brett are willing to stay for another term. If any homeowner wishes to run for one of these 2 seats, please attend the annual meeting and be prepared to announce your intent and speak to as why you want to be on the board. A vote will happen at the meeting..


Water Tanks:
Mark Walker and Alan Leslie met with WBS, the company that can repair our existing (not in service) water tank. Project bid is here:

Scope of Work: Internal surface preparation and coating of twin concrete tanks

Plan Set: WBS to mobilize on site. Tank to be drained by owner. WBS to remove existing coal tar epoxy using abrasive blasting. Concrete to be prepped to CSP-5 profile. Tnemec 218 Mortarclad to be used to re-surface entire tank. WBS to then apply 2 coats Tnemec V- 140 epoxy per manufacturers specifications. Additional work to take place includes installation of a new 36" square manway and hatch in both tanks.

Base Bid: Mobilization: $6,655.00

Internal surface prep and coating: $21,900 (per tank)

Concrete demolition (manway): $2,400 (per tank)

Fabrication and installation of manway and hatch $5,100.00 (per tank)

Steel ladder fabrication, coating, and installation: $3,000.00 (per tank)

Inclusions: All product, materials, rental equipment, labor. One-year warranty on craftsmanship.

Travel, lodging, per diem for WBS crew.


Exclusions: Third party inspections. MFL floor scan. Tank vent. Cathodic protection. New overflow pipe. Manway gaskets. Any welding repairs. Any metal re-surfacing.

Other remarks: All exclusions can be handled by WBS if desired. Please contact WBS for pricing.

Mark Walker presented the above and pointed out that the exclusions would add to the bid cost presented.

Old Business:
375 Escalante is being cleaned up. Homeowner is meeting his deadlines.


2455 Upper Cattle Creek:
We are researching water tanks #2 and #3 for preparation and repair to get at least one back in operation. We will get a bid from a local company.

Backflow:
100% of the homes have had their backflow preventer tested. Thank you!


Road resurfacing Committee:
We are still waiting for paving bids.


375 Escalante:
375 Escalante has made slight progress. Some excavating has been done, but there is a tremendous amount of construction material and two inoperable cars that need to be removed.

2455 Upper Cattle Creek Road:
The rocks have been covered and homeowner states a vegetation plan will take place in the Spring.

Water Meters:
We are ordering a couple extra water meters to have on hand.


HOA Document review:
We will be posting the lawyers 1st draft amended By Laws, Deed Restrictions, Covenants and Articles of Incorporation on our website. We request that homeowners review and advise any question, comment or concern to any AME Board member.


Aspen Mesa Estates Annual Board Meeting:
Will be February 16, 2022 at 7:00 at the Eagle County El Jebel community room. We will have a raffle for one free year of dues. Must be present to win. Drinks and cookies will be served

Next meeting will be February 16, 2022 at the Eagle County El Jebel community room at 6:00 pm.
Meeting adjourned at 9:14 pm.
