Aspen Mesa Estates Annual Homeowner Meeting:
November 11, 2023


Meeting called to order 6:01 pm

In attendance:
Barbara Brett, Mary Leslie, Sarah Bayer, Stephanie Williams, Susan Zimmer Luann Craig, and Melinda Fouts.

Financial Report:
We have $164,264.11 in the bank.
We have $11,092.00 in receivables due.
All bills are current and paid.


Backflow:  
We still have homeowners that are not inspected! In our January 16, 2023 meeting minutes we announced the following:

Beginning January 1, 2023, a $50.00 a month fine for non-compliance will be charged. We give the homeowner 90 days to be compliant with many reminders. That 90 days leniency is over on October 1. The fee will stop once the device has been tested and approved.

We will begin 2023 testing in April and need to be completed by June 30. Please plan accordingly. This is a free and mandatory test..


This yearly backflow inspection seems to still be a surprise to many homeowners, even though we have been doing it since 2012.

As stated above we have initiated a penalty of $50.00 per month for every month you are not inspected past October. We charged 26 homeowners the initial $50.00 fine. We received such an outcry (can you believe it? Those homeowners took the time to call and complain to us rather than call to schedule their inspection) that we have decided to waive the penalty this year. Once your device is inspected you will get a credit issued. But seriously, if we had a professional HOA management company running our HOA you would not be give such grace. This volunteer boards # 1 job is to protect our water system and those of you that are non-compliant are the biggest hazards to this that we have.

For 2024 we will NOT back down on our penalty. Every regular HOA meeting we had in 2023 this penalty was discussed. You can reference the notification in any of the 2023 meeting minutes that are on the website.

Direct Bill Pay for homeowners:
We have discussed and we are not willing to pay the 3-4% fee the credit cards will charge us. Therefore, we will not be accepting credit cards. We are also not willing to pay the monthly fee the bank would charge us for Zelle, Venmo or online payments. You can set up bill pay (even recurring) with your bank and the association will not be charged any fees for this.


Road signs:
More road signs are coming so please SLOW THE DUCK DOWN, don't make us get speed bumps.


Pump House:
Our pumphouse building is in need of repairs. We received 1 bid and are in the process of getting additional quotes. Repairs include siding maintenance, paint, and new roof.

Annual Meeting:
The annual meeting will be held Tuesday Feb 13, 2024 at the Eagle County Building in El Jebel at 6:00 pm.

Road Paving Discussion:
This topic will be on the agenda and will be discussed at length at the annual meeting. Please plan on attending to be informed on the proposal and costs for homeowners. We encourage people to be prepared to speak for 2-3 minutes to express their point of view. A vote by mail will be done after the annual meeting.

Water tank progress:
We are on hold until Spring. Tank repairs are complete. We do need a new hatch cover. EPC is finalizing the mapping of the control system. Once all items are completed the State will need to certify this tank.

HOA Documents:
We have received what we hope is the final revised draft for the bylaws, deed restrictions and articles of incorporation. We will be reviewing and have available for review at the annual meeting.

Annual Meeting will be Feb. 13, 203 6 pm.
Next meeting is Dec 11, 2023 at Mary Leslie home 6 pm.
